China launches first modular 500 kV substation
Pancun substation in Zhejiang has been completed in 14 months using prefabricated tech to boost grid resilience.

China, Zhejiang, Funcun: China’s first fully modular 500 kV ultrahigh voltage substation is now operational in Fucun township, Jinhua, Zhejiang province. Located in Pancun village, the substation was built in just 14 months using a prefabricated construction model that integrates smart systems, a method akin to assembling blocks, according to the main contractor State Grid Zhejiang Electric Power.
More than 80 % of the substation’s components, including the steel control room and firewalls, were manufactured off-site and installed directly at the location. This approach shortened construction time by four months, reduced elevated work risks by 50 %, and cut dust emissions, supporting the project’s environmental goals.
The substation sits within a high-tech industrial zone that includes over 200 businesses and several major projects. It is expected to ease persistent power supply issues and support a transition from short-term power stability to longer-term energy planning in central Zhejiang.
With electricity demand rising as summer approaches, the new substation will improve the flexibility and resilience of the regional power grid, both locally and city-wide, said State Grid Zhejiang Electric Power.
This development aligns with national infrastructure priorities. In 2024, China plans to issue $180.8 B (1.3 T yuan) in ultra-long-term government bonds, including $70 B (500 B yuan) dedicated to infrastructure and urbanization initiatives.
According to Yuekai Securities chief economist Luo Zhiheng, the expanded bond issuance reflects stronger national support for key infrastructure and safety projects, aiming to drive modernization toward smarter, more efficient technologies.
